Phil Clarke is an experienced Civil Engineer with over 20 years of successful delivery across the resources, government infrastructure, and energy sectors. He has been based in Western Australia for more than 16 years, where he has developed deep local knowledge and strong relationships with key stakeholders, regulators, and supply chain partners.

Phil provides strategic leadership and executive oversight for the planning, execution, and delivery of major infrastructure projects. He has played a central role in delivering all three Synergy Battery Energy Storage System (BESS) projects that are currently operational and connected to the South West Interconnected System (SWIS).

A standout achievement is the successful delivery of the 500 MW / 2,400 MWh Collie BESS — currently the seventh-largest battery energy storage system in the world.

Completed on time and to the highest industry standards, this landmark project demonstrates Phil’s proven capability in managing complex, large-scale energy storage developments in regional Western Australia. Its proximity (approximately 50 km) to the Kemerton BESS further highlights his ability to deliver major BESS projects within the region.

Phil is recognised for his strong technical foundation, combined with exceptional project leadership skills in safety, stakeholder management, risk mitigation, and the successful navigation of complex regulatory and environmental requirements. His track record in delivering high-value, technically demanding projects positions him as a trusted leader in Australia’s transition to renewable energy and grid stability solutions.
